Board Meeting Feb. 11, 2003 Minutes |
Board
members in attendance: Tom Hemphill, Lynn Deedler, Alan Siegle,
Brook Klehm. Around 25 members of the public.
7:05 Meeting called to order by Tom Hemphill, Board President
Board intends to bring community together, not create schism.
Board will continue to present itself to public to inform the public
of
subjects of concern.
WSCS by-laws prohibit votes taken in executive session, hence the
decision to lay the Pool Manager off is invalid.
The WSCS Board has begun a fund raiser to meet it’s
short term
needs, featuring a gift (to be matched) of $2000. A second gift of
$1000 was offered. There needs to be fundraising done to address Ives’
Pool’s long term needs as well.
WSCS proposes to create a 4 person audit committee made up
of 2 SSS
members and 2 WSCS members.

Figures are gleaned from old financial statements from previous 5

Ives’ Pool balance sheet is fine from spring through fall. Winter
breaks the budget.
During the past 6 years, the pool has lost money, staying open due
to a $30,000 grant received in 1999.
The pool has stayed open in winter due to the Aho Trust which
offers $10,000 to cover expenses of running the pool in winter. Due
to
lower summer income in 2002 and higher expenses to heat the pool,
the
Aho funds were used up by December 2002.
The meeting was opened to public questions and comments:
People attending made offers and suggestions for fundraising for
the pool.

David Brennan, Sebastopol City Manager’s observations:
Ives Pool is the most successful community pool in the county,
barring the Santa Rosa pools.
Sebastopol supports the pool with from $15,000 to $30,000 each year.
The partnership between the City, WSCS and pool users has kept the
pool open in previous years and that partnership needs to continue
to
insure future success. Tensions that have arisen in previous years
have
been resolved and need to be resolved so that the pool can continue
to
operate.
Despite deficits in recent years, the pool community has been able
to continue and will continue to operate with cooperation between
pool
users.
WSCS can create committees to look into long standing issues.
Create a fundraising committee, an audit committee and a personnel
committee.
A personnel committee would review staffing needs, staff roles,
write job descriptions, explore customer service needs, maintenance
needs. They could explore what staff does and what they should be
their compensation.
WSCS/SSS Relationship
SSS retains it’s interest in separating from WSCS. They feel
they
will better be able to raise grant money when they are in control
of
their books. They picture themselves as a paying pool user just like
other paying pool users.
Currently, SSS isn’t being run in accordance to the by-laws.
Either the by-laws need to change to reflect the current situation
or
SSS needs to come into compliance.
Other Issue:
The absence of two board members was addressed: an election will be
held in May to fill 4 openings for the two board positions that are
currently vacant and for two positions that expire then. Due to the
by-law’s requirements, it’s easier and cheaper to fold
together the
election of the vacant positions with that for the expiring positions.
